at 1 point in this movie there's a guy who works for Trip that says like "I've run all the simulations, there's no way a VW Bug could beat u" his car there in race 1 was either a 2004/Newer Pontiac GTO, or a 2004/Newer Grand Prix GTP (Supercharged 3.8-Liter. That being said, there's MANY ways a classic Bug (set up right) could take Trip's Pontiac; have the engine's cylinders coated in Teflon, soak the heads in Nitromethane before you start the car for the race, Nitrous Oxide, etc...

and that's how it originally started in the original "The Love Bug" with the character of Jim Douglas, played by the wonderful Dean Jones. After Jim Douglas stuck up for Herbie against the Evil Peter Thordyke, Herbie chose Jim to be his owner, which started off Herbie as the race car we know now. :-)

@jerryaltman We don't know if he lost alot of races. The footage that was used in the beginning were the 4 previous Herbie movies. 2 out of the 4 actually had him racing. Herbie won the main races in the 2 movies.
