Unfortunately, South Koreans are not allowed to talk to a North Korean.

We're all the same Koreans. We're all one nation... Only split... It's a horrible circumstance. They're practically our family. We're all Korean. Yet we can't talk to them.

It's the law that South Koreans are not allowed to cross the borderline without extremely strict and special permission from both governments. Vice versa as well.

I'm very curious how the money is transfered to the North Koreans. If it is given to the government, I doubt that it will be used properly. The Red Cross or whatsoever can't control how it is spent in North Korea. If you watch documentaries on this the government seizes the aid and uses it for profit.
