They should use OTEC (Ocean Thermal Energy Conversion) as well for power generation.

They should have this entire mini-city existing and available in Second Life or whatever. Let people inhabit it in this 3d virtual model, let them populate and alter it to their liking (where parks are located, what retail they want, what aesthetics they prefer), and model the final design after it. Let the people design the final trimmings. On a scale this large, its likely that you'd hit upon preferences that are universal to Japanese people if not humanity period.
