It's not a recolor of the Shadow hack, if you look close and compare the two, the bitmap models are different. It looks fully user-made rather than just reworked. It'd be better if we could see his face though, seeing as that's another of Mephile's major changes from Shadow. & Yeah, technically Mephiles has no real form but in the game, he takes Shadow's form, so that's his real form for us. Lol. I believe Mephiles was the best, and most devious villian of all time for Sonic games.
