i believe on steam if you buy the gta series collection you get the first and second gta. but you have to get the collection , i believe you can't buy those two individually.

I tried to find your PC specs but couldn't find them anywhere, anyways most of the time, lag in gta iv is fixed with textures on medium and reflections on high or medium, whichever one is the one before the best lol
