At most restaurants like that in japan you buy what it is called "drink bar" for a set price, say about 2 bucks you can drink all the coffee soda and tea you want, for a bit more they throw beer into that. All you can drink Beer is VERY common in Japan. Jap people, on average, can not consume as much alcohol as other non-Asian races. most of them lack a gene that helps non-Asians immediately begin breaking down alcohol once it enters the system.
