I was at this Sydney concert. They did this the whole night - turned 3 minute songs into rambling ruminations. Most songs went about 45 minutes to an hour. We were in that arena until sunrise. I wouldn't say it was entirely boring, and there were moments that sparkled, but it was definitely... self-indulgent.

He mostly uses just a volume pedal (either Morley or Ernie Ball) with some reverb and small delay. Be careful not to put too much gain/distortion as it will ruin the tone.

Knopfler's effect rack is pretty extensive, but you'd get close to the sound with a Strat in bridge/middle position, a touch of overdrive, reverb, delay and chorus. He probably has a compressor/limiter in there to get an even response since he's using fingers.
