As far as I know, Bill Forbes is an Englishman born in Ceylon ( Now Sri Lanka)
As far as his accent is concerned, it is definitely an act....
Both his parents were British, as he was born there during the colonial rule

Great !
I remember the song(as i heard it in 50's)as follows-
Oh! To be in England
When,The sun is There
Drinking Yenglish beer
Yenglish People Watching tv Tak dana day
When the children go to sleep they show a naughty play.
The Song was a great hit,and was sung in a Lankan/South Indian Accent, in a jerky voice.
This is how I remember it from my childhood, any mistakes please be pardoned.

Yinglish people sleeping in the sun to get a tan
Pouring oil upon their face just like a frying pan
Funny thing abpout it is they all go rosy read
Next day when the peeling starts they are crying in their bed
chorus
Boiled potatos, roast beef and Yorkshire pudding too
That is all youll ever find upon a set menu
They don’t know that I can make an Anglo English Fry
