I suppose you need a dictator to follow a monarch to inspire democracy.

The transition from monarchy to democracy needs time of course, but since 1949 we have in Germany a stable democracy. Monarchs are just not necessary.
And don't forget that after the end of World War I, there was democracy in Germany for 15 years before Hitler came to power.
