Here's the answer! Zack blackmailed them all (except Aerith she's too nice to blackmail she just agreed). Angeal and Genesis would be in this except they had better blackmail on Zack, so he decided to leave them alone. Then Zack went to Hojo and got a Zack and Cloud clone...From the past...Or is it future? Anyway Sephy had to do it because Genesis was mean and wouldn't let him see their blackmail on Zack, and Sephy just didn't have any.

....this would make a good one shot humor story....
