I discharge capacitors by using the AC plug prongs of my solder iron. Little to no sparks and works fast. Nothing works better or faster that I have found. I have done this in a cap that tested 584 volts with no issues.
If I were shocked at 330v, then the current that would flow between two points 5/8" apart would lead to a current flow of less than 300μA, nowhere near 20mA.
They don't stay charged while power is being applied though. They are being charged and discharged 120 times a second. They may retain a charge if you disconnect power right at the peak of the AC wave, but it won't be full.
In this type of application that's true; however, there are certain projects where the caps are charged up to a point, then discharged all at once. These devices are used to "explode" wires with the purpose of crushing soda cans or shrinking coins. When a fine wire is used, it's destroyed in the process. If interested, I would suggest a search of "shrinking coins", "exploding wire" and/or "can crusher/crushing, etc".
They are charged by rectified ac. I'm building an 800v 1.2kJ capacitor bank that I'm going to use for can crushing. I've also exploded wire, foil, and guitar string.

Lol... I'm building a coilgun and for that I use a capacitor bank of 330V, 10500 uF... I wonder what will happen if I do the same thing you did :P
I blew a diode a few days back. Had a beep in my ear for like a few hours. That thing was rated for 1600V 8A, so I have no idea why it exploded XD

Go to a cvs/brooks etc.. and ask for used cameras, I got about 30 capacitors from it, and best of all, it's free!

Caps will only work on DC (you can't charge with current running in both directions). Cool vid

That depends on the capacitor. Many can be charged from A/C, for example, the capacitor bank on many tesla coils is charged from an A/C source.
