It is, but watch it: If the cat really loves being on your shoulder, it's not gonna lose interest very easily as it gets older & bigger. It's cute now, but when he/she reaches, say, 10 or 12 pounds it could start to be, uhm, a challenge. Seen it happen.

I had a cat when I was around 14 that did the same thing, and it really wasn't a problem for me, and he got pretty big. Some cats just love a human eye view ^_^ lets just hope this cat doesn't start shokotanning claytonian while it's up there haha
