What makes Dan so interesting (and challenging when used by a skilled player) is that he looks like just another Ken/Ryu clone but a lot of his moves are different from the others. Thus people tend to fight him like they are fighting Ken or Ryu and a skilled player knows this and uses it to their advantage.
