While the entertainmet value is there, It doesn't make sense for Sisko to defer to Star Fleet Command or the Federation for a decision that will supsede their command or authority.

I think it's because they are simple and easy too make, but are really effective at a lot of missions eg exploration and battles, also they can probably be refitted easily, anohter class like this is the Miranda class.
the excelsior and miranda classes were built in high numbers during the Klingon Cold War and were mostly mothballed after the peace treaty..when the dominion war broke out they were rushed back into service to bolster fleet numbers because of the dominions far greater numbers and phased weapons that could pierce shields. the Lakota is a good example of a excelsior that has has been retrofitted with new tech and kicked ass..
@ TheGreatLink, perhaps you should try making a DS9/Babylon 5 crossover, not also have some nonseical refrence to the dominion war but to poke fun at the similirties of the two shows.
