It's developing countries that have a lot of agriculture (refer to your other comment about peasants) and the bulk of the low-tech manufacturing. There aren't enough people in the west to form your workers' or peasants' revolution, because they are a minority. Communism does not work for 2 reasons:

1. Only one party rules; they do not need to worry about being re-elected and therefore can allow themselves to do whatever they want.

2. If the harder-working people don't receive higher awards, then there is no incentive to work hard. Mediocre effort would result in the same payoff as a lot of effort. That's what is meant by "works on paper, but not inpractice". You're missing the human element.

1. Workers counciles should rule do to the original Lenin's concept of the soviet democracy (partialy realized 1917-1920). One-party system without worker-counciles (soviets) is just stalinist-like perversion, not com. movement.
