Reconstructive plastic surgery is performed to correct functional impairments caused by burns; injuries; facial bone fractures; congenital abnormalities; developmental abnormalities; infection; disease; cancer or even tumors.

He says that every American should have access to heathcare insurance. WTF, of course we have access, it is a matter of being able to pay for it.
