Lot's of people go way to far out from the coast line looking for it. All you have to do is let your character slide of the edge and look down. :-)

its not that its not leveled. its the only glass helmet in the game...

no its not ythats the only one thats not leveled you can only get a glass helmet if your level 20 or higher

do plunges into oblivion gates kill deadra ect or if youve beaten the storyline go into the black bow bandits main cave (where marauders and black bow bandits are warring) and kill the marauders one of em should have it seeing as they usually have heavy armor on if not then search in places that you know are bandit type of dungeons im 100% positive you should find one. truthfully i found one in the inn nearby the other inn named in of ill omen the lady was wearing it.....so.....I...killed...her­.
