Adorable. I wish SeaWorld California had a better underwater dolphin area. I always love watching the kids interact with the orcas, but just like what happened to your girls, I hate it when people crowd around them to see what's going on. Especially if it's a busy day, you can have around 100 people or so behind you. Safety hazard! :D But I'm glad your girls got to experience that. That's what SeaWorld is about!

A few years ago, on my first year of SeaWorld camp, one of the councilors took her key chains out and threw them up and down, and one of the bottlenose dolphins thought it was absoulutely amazing =]

Whether she was aware of it or not, she actually gave the dolphin a signal to vocalize (or blow air through the blow hole) by wiggling her fingers like that. I've seen that signal used for that specific behavior a number of times. :)
This is very cute, but not a rare occurrance. These dolphins often come down to the window if they see something they like or just want to see what's going on. The animal is simply targeting her hand, which they are trained to do above and underwater. Trainers often have sessions with them underwater just like your little girl is doing.
