There is that process just like on an airplane. The staff and captain are usually trained in getting people quickly to lifeboats and putting on life jackets.
Every day, he spends 12 hours in stocks in a public place where people can spit on him, throw shit at him, and do whatever else they see fit, short of lethal force.

The fact of the matter is that him jumping ship like that is no different than a husband leaving his wife and kids in a burning house to save his own ass. It's not that he's supposed to "go down with the ship"; it's that he's responsible for those people. My grandfather was a captain for 30 years, and from what I understand, it's like being the leader of a little society: you're responsible for the lives in your care, and as such you're expected to put the saftey of others first. What he did is akin to a general leaving his men, leaderless, on a battle feild to die. People's lives were in his hands and he was in a position of leadership.
