i don't think the singer for Izaya is the one from Nico Nico Douga because I've already heard songs from that person and I've also watched Kamiya Hiroshi videos from his work as a broadcaster. You kinda hear it in the way he speak or maybe the way his voice goes up if it's Kamiya Hiroshi. But, I'm not saying I'm totally right, just stating my own personal opinion. ^_^

ehh seriously it is from nico nico douga, his name is limone-sensei because his voice and hiroshi kamiya is the same. i've seen a lot of articles that hiroshi kamiya doesnt sing all the song, it is from nico nico, which is the same as shizuo's seiyu.
