The truth of our Heavenly Fathers' Word is extremely difficult to grasp with our human mind.
It is only with the Holy Spirit that we can understand that the reason for creating evil is because with mercy there is punishment with another.
From another viewpoint for understanding, without evil there could be no love. This is NOT a true statement but just a phrase for people to be able to understand that mercy could not exist without punishment.
