1) In 1946 it was decided that repair payments to Greece could wait until there was a peace treaty with re-united Germany and such a treaty doesn't exist up to today.

2) Germany's already paid its repair payments. It offered and paid 120 million DM (a lot of money back then) as WWII repairs in 1960 to which Greece agreed.
