Disney was an anti-semite, and of course the Americans wasn´t very happy about the "japs" after Dec 7 1941. This is cartoon history, but a shameful piece one.
funny at its time still a little funny now, racism is funny, i am of japanese desent and I thought that the charachters in this cartoon were spot on with my ancestors.
The Japanese fought with us in the first World War. Of their service, we gave them everything they needed to build a stronger army and what they need to strengthen their country as a whole.
The Axis give them a chance to rule the world and they stab their own allies in the back and invade their neighbors.
Are you to suggest that our people deserved to die and we should have just rolled over and let the Axis do as they pleased?

This cartoon was supposed to be a satire of a "typical" Japanese newsreel, complete with caricatures now considered offensive today, and making fun of "Our Enemy" (just as Germans and Italians- part of the "Axis"- were also ridiculed in theatrical cartoons at the time)....
Stereotypes have a basis or origin and it is used to communicate something about a group, true or exaggerated. Groups of people & cultures do have common traits that identify them that can be exaggerated to the point of being offensive but the origin of the stereotype is not less true because someone is offended. Censoring the true because it is offensive is more dangerous than racism.

No, anime was probably made in retaliation to this. I like it, even if it is un-PC and the gags are corny. You don't see stuff like this in modern entertainment.
