No THIS didn't happen in the books. It happened more similiar to how it happened in Jacksons Film. These "humans" were supposed to be Southtrons or Eastrons who were fighting for Sauron and were also gathering in Mordor. So of course they also have to march the same ways the Orcs march.

In this book, at the road meeting baraddur uruk-hai are present to bully the marching orcs, while in this film, evil men substitutes the uruk-hais in the road meeting. No they're slaves, the books pretty much say that the orcs hate Sauron above all others. Suaron doesn't use Cirith Ungol and the Black Gate to keep men out of Mordor but rather to keep the orcs in Mordor.

Sauron ruled by fear, you saw how afraid people reacted to the Eye. Well so do the Orcs.
