Of course, orthodox Cuban cooks would cringe at such a suggestion, so instead it is served with lots of white rice and Cuban black bean soup ladled over the rice. This is THE quintessential Cuban dish.
Depending on where you come from, there are different nuances in the recipe, but Juan is correct, everyone makes it differently. I myself (Puerto Rican) prefer it without the raisins, but any time I have eaten it prepared by a Cubano(a), they usually make it with the raisins. Tastes very good, just slightly different.
Picadillo is eaten in all parts of latin america BUT prepared in different ways with different spices! Soo the way its prepared here is a CUBAN way

My grandmother does not use Cumin, or Oregano. We do not prefer raisins. She has been cooking for years.

OMG it is amazing what raisins and olives do to a meat mixture. Just awesome. Hubby is now in love with my meatloaf where I add olives and raisins.
