Millitary bases do not constitute empire, they are there by consent. The USA couldn't even win the Vietnam war so how on earth could they conquer and colonise all the countries shown here. If you have a country with a decent amount of land, and a very agressive territorial expantion policy, you got yourself an empire. USA, is definitely and empire under a two-party rule.

Also, I would rate the Ottoman and Roman empires and Chinese empires over the Spanish Empire. To make this list, you have to be the dominant empire of your day and the Spanish Empire ranks behind the comtemporary Ottoman and British empires.
