If you can't find it locally, google Luster Dust. They're cheap and awesome to work with. If you mix them with water you get a nice shiny effect. If you want a matte finish, mix with a little vodka (the alcohol evaporates) and there's really no shine left. If it's too shiny, use a blush brush with corn starch and lightly brush.
