This looks nothing like the Spiral video. This looks like the typical missile/rocket tes of which I have seen many while living on the west coast. They are spectacular and beautiful, yes, but the Spiral video was something else completely. The white spiral is clearly moving in the direction away from and in front of the blue trail which extends roughly perpendicular (southeast) to the line of sight, therefore, the blue trail DOES point to the launch site beyond the hill.
Take a pen, put one tip in between 2 fingers and hold the other end in your other hand. Now, while holding the front tip of the pen still, make a circle with the back end of the pen. Now imagine blue flames coming out the end and making a spiral, and you pretty much have your norway light explanation.

this video does give some proof, for instance if you watch this. there was a UFO claim made in china but this video explained it for me, it looks exactly like this one near the end when it smokes, probably just a satellite being launched.

This video answers the apparent "growing black hole" of the spiral and the blue color of the exhaust, probably a fuel dump.
There are more videos of the same spiral effects in China and Russia, from the same kind of failed launch.
And what is that "stopping" you mention? In the videos I've seen, the expansion doesn't seem to stop.

-It was over a populated area. Wrong. Visible doesn't mean nearby. You can see the moon more than 380000 km away an it's not "over a populated area".
-Fuel damping is normal,again not over people's heads.
