I've been a pilot since 1972. Held a commercial pilots license since '78. There are no regulations that prevent a pilot from flying over a jump zone. In SoCal jump zones are on published airways even.
Jump zones are poorly marked on charts at best and are NEVER marked on IFR (fly in clouds) charts.
There have been many close calls and even incursions (without clouds). One famous camera man had his legs severed when his jump plane hit him under canopy.
