Few Narrow Gauge trains ply at even 5KMPH. Fastest train travels at around 130KMPH.
Everything in India is normal. There are so many people around, if somebody is not taking care of his/her own life, why should anybody else care about that idiot either. (This should be applicable everywhere IMHO - What's the point of spending several millions because idiots will stil find out a way around).
