@augustocereto my guess is that this is an emergency station. when i went on google earth and entered in those coordinates, i got to some big rocky area near siberia. someone probably got lost and tried to call for help

The Latitude has too many digits. If you leave only 3 digits after the degree, you will still end up in the same spot.

NAIMINA is nothing but phonetic alphabet, not a big secret code. The reason he was spelling it out in phonetics was to ensure that whoever is supposed to be listening knows that NAIMINA should be spelled NAIMINA. It's a foolproof way of making sure things are spelled correctly as letters can be misunderstood as well, especially if you're speaking Russian with a pronounced Jewish accent. The numbers, however, could correspond to anything.
