You don't get rewarded for extra difficulty once you've hit a start value of 10.0 - this routine was already a 10.0, so she really didn't need to do a more difficult second pass. If you had a SV of say 10.5 you won't get marked out of 10.5, but only a 10.0. Things are so different with the new code today.
She did the double back in the middle to showcase her strength and stamina at the end, where she threw a full in (piked). Other gymnasts like Kim Zmeskal, etc. threw double backs at the end (except in event finals, sometimes, when the scores were high and they went later and needed to go for broke).

her opening pass the double layout in combinations was the first. many gymnasts in 1996 olympics only open with a double layout
