I figured it out. I drank my Elixir soup for magic, and as he opened the bottle it hit me! I need magic to use the fire/ice arrows! Finally I got the iron boots and power bracelets.

Outside of Mother and Child Isles is a humongous cyclone that you can't miss; just sail into it, and once a short cut scene occurs, use your bow to shoot the frog on the cloud with arrows. After you hit him three times, he should give in and teach you how to play the Ballad of Gales on your Wind Waker. I hope this helped. :)

the best is when you get the secret earth arrow...it sprouts forests instantly on contact with any solid ground, and turns all enemies into harmless piles of leaves or rocks...u get them from the deku tree and he says not even the previous Hero was granted them....u can sprout forests anywhere, but if u shoot enough of them in hyrule they flourish and burst through the barrier, enhancing the state of expansion and soaking up the ocean, thereby restoring hyrule to its former glory
