Concrete is definitely a bitch. That's why I did my hole in the brick part of the wall... But the best way I would go for is to drill several holes in the concrete, all around and inside the piece the hole and then use a hammer drill (this is what I'm using in the video) or hammer and a flat iron bar to open up the hole. At least half a day work.....
And about the "exhaust from"... I didn't show that bit (I mean... i'm not that serious of neither drag queen or home improvement guy...) but it comes from the dryer itself. It's pretty simple and standard to push the tube onto the dryer's exhaust and a tie-wrap does the job to hold it in place.
P.S. Your tube but be 3m long max from the dryer to the outside (that is about 10 feet). The reason is that the fluff coming out of the dryer is very flammable. If your tube is longer (if the dryer is too far from the outside wall) the fluff will accumulate inside the tube and it can become a fire hazard)
