I realized up to this point that Vic is a control freak. He has to have things his way, thus why he probably does program. He is an 'end justifies the means' kind of guy.

And when he doesn't get his way, he forces people into a situation to get what he wants and then when they do that, he tries to give them a reward that they did something, and ignoring what took place to get that victory.
