While it is true undeniably, that the civilian population of Russia, Belarus and even central and eastern Ukraine were pro-Hitler initially (and very antisemitic too), which could only be broken by deportation of millions, by NKVD and later KGB massacres and extreme terror, it is also a fact that the false policies of Kommissar Erich Koch and the extreme reprisal shootings alienated the native civilians from the Axis occupiers towards the (professional) stay-behind Soviet Partisans...!
@IustitiaPax This is why is still remarkble how many still suported the Germans 100 thousand Ukranians volunter for the Waffen SS. Most of those men were violently slaugthered by the Red Beasts. In my book they are heroes of Eternal Rus.
On the memorial day of the begin of the war against the USSR, in many Russian towns Liberation Festivals took place. [Russian volunteers with Cyrillic Russian praise for Hitler.] To the left a Russian colonel of the volunteers. [Parade] A honorary delegation of the native units [bearing the old tsarist flag of Russia, not the flag of the Rada of Belarus, which was White-Red-White]. Police batallions lead an action against enemy sabotage and enemy agents in Minsk (Litovsk).

It shows the truth, the most people in the eastern parts of europe were happy that we came as liberators. But sadly the red propaganda of Ehrenburg has destroyed all that good memories.
