He was forced into recognizing the recession by the other parties and he eroded the surpluses by lowering the GST (the most efficient form of tax), which left us in a weaker position going into the recession. Toronto metropolitan area is 5.5 mil ppl. Vancouver is 2.4. Quebec is 7.8. You can add NewFoundland and Nova Scotia which voted Liberal. They are about 1.5 million ppl. Add that all up and you get 17.something ppl. That's a little more than half than Canada's population :-D Of course, not everybody in those areas didn't vote for Tories like your generalization implies. But Harper still got very weak support in the last election (a little more than 35% i recall). His gamble failed.
