No, unless you waste too much time before you occupy it. In this video,I occupied all other bases so that the only spot enemy's reinforcement could appear was there. That spot appears 4 soldiers in each turn since the 2nd turn. And because enemy soldiers would not use the elevator, I can wait until they gather 20.
