That's Guitar Hero. Rock Band has a set ratio between 5-star and Gold Star, which makes some songs impossible to achieve that. However, this one is easier to achieve it.

An excellent example is Surfing With the Alien on Guitar. It can be gold starred possibly with just 90% of the notes.
