its called a blow off valve, it releases the exces pressure that the turbo makes that stays in the intercooler and piping after the throttle body has closed. Basicly it spits out the extra air so that it isnt pushed back into the turbo in the opposite direction damaging the turbine blades. look up Blow Off Valve or HKS,Greddy,Tial,Synapse,Turbon­etics

Nope. January is when the R33 GT-R is available. Right now we can only get the R33 with the RB25det. They didn't make the first R34 until May 2007 I believe and the GT-R R34 not until 1999.
