He is simply saying there are tons of people in jail for non-violent crimes, and if they were only convicted for non-violent crimes it is illogical to claim that it is propaganda to say tey are non-violent.

Put cartels and gangs out of business, keep them out of the hands of kids, and create tax revenue. 99% of people (INCLUDING CANNIBIS USERS) polled said that if hard drugs like meth or crack were legal they would not be more likely to try it. Further more, if drugs were taken off the street, police would have more resources to focus on violent crime, B&E's, and thefts, instead of trying to stop someones recreation. Criminal records for drug offenses keep lots of people from having legitimate jobs, even if they wanted to get one.
Also drugs would be much cheaper if they were legal which should mean at least less crime to support the same habit.
Also if drugs were legal then drug users wouldn't automatically have something in common with the other thieves and brigands, they wouldn't both be criminals. After about 20 years of legalization I think there would be less criminals.

The reason the US has so many people incarcerated is because we don't yet have the death penalty for many of the offenses. China has lowered the bar for the death penalty because the organ harvesting industry that has sprung up around the death penalty is extremely lucrative. China has developed special vans just for that purpose, there are no appeals, conviction to van, the organs are harvested enroute to the airport, thus are the convicts euthanized. How long til it happens here?
