Three- An air horn that close anyone would make them jump if they didn't know it was there.

I doubt it scared him, that probably physically hurt his ears, hence the fact that he sort of crouched down instead of just running. When a cat gets scared, it immediately runs. (unless it's sleeping; I scare my cat when it's sleeping all the time by picking him up really quickly, he just opens his eyes all wide like "wtf")
