Corporations will get their cheap labor. Why, because there are no riots in the street insisting that it be done. Politicians are bought and paid for by corporate interests and if we want a seat at the table, large, repeated protests are the only thing that will get notice. Tech workers do not do this sort of thing. The globalists know this and they will keep pushing their agenda until they get their way.
Businesses are for the free market when it benefits them. Governors are for the free market when they receive funding from business. However, the instant that the free market puts business at a disadvantage, such as when they need to raise wages, then all of a sudden the free market "isn't working".
