Homosexuals are welcomed in Tibetian culture. There is no criminal penalties for Tibetian monks to engage in anal sex according to Chinese law but there will be severe penalties for Chinese nationals to do that which often includes electric cattle prods and reeducation camp or mental institutions. It seems like Tibetians are much more socially liberal than the Chinese. I am glad they are promoting her just like the way Thai's do.
