It doesn't break the neck!!! It's the same effect as when you change your strings, the neck is meant to have some give in it.

Depends on how good your guitar is built. If it's a great guitar, theres lesser chance that it will break. If it's a shit guitar it will probably go out of tune faster, and the neck might break. :)
