This was made back in 2005, and Dreamworks was experimenting with which Penguin should be playable and who was in the sidelines. Skipper was the first penguin to be playable on the console Madagascar games. In my opinion, they made Private playable probably because it was awkward for the Team leader to be playable while being instructed by a comrad of lower rank, idk.
