@MegaLegodude5 Not before Late Night came out you didn't. Half-walls were added as part of the Late Night patch (Patch 17) on 10/26/10, along with curved pools, platforms, fountains, etc, which released on the LN disc as well as via a free base game update.

Hi! You can click on the newspaper delivered every morning in your game and click read, and eventually it will say the hotspots and other stuff, which is where the most sims will be that night or the most celebrities. If at that hotspot there still aren't enough sims, you can always add more households yourself to the game in edit town mode, populating the town more and hopefully making venues and community lots more busy. Hope this helps! :)
