Tying this to presidents is absurd for any serious piece about the economy. Congress controls the purse strings and a look at who controlled congress during the Reagan and Clinton years tells you all that you need to know.

Good video but painting the Clinton era as an era of fiscal responsibility is a little far fetched. Yes, there were surpluses but only because of the tax revenues generated by the tech bubble. Everyone thought they were going to get rich off the internet. Secondarily, if we hadn't had divided government for Clinton's second term, they would probably have spent all the surplus and then some.
