The "german" teams are members of NFL Europe which is official part of NFL USA. They are promoting the still quite unknown football in Europe. NFLE games are broadcasted by american tv stations to fill the gap of not playing during the summer in the NFL USA.
And many NFL USA rookies do play in the NFLE to develop and to get more experience. I think broadcasting in the U.S. is the main reason for the american anthem. Unfortunately NFL Europe is stopped. :(
BTW: Hamburg Sea Devils are now the eternal NFLE winners 2007. Congratulations.
