What the develpers intended was for her 'ghost' if you will who has no health bar on her rig. Crying over her own dead body. But he body seems to fly about when entering the room when the game loads in front of you

If you look closely at the body next to her, they are identical, alluding to the fact that Isaac is hallucinating and seeing her moments before she died. The fact that her life bar is zero also confirms that she is an illusion and therefore, she cannot be killed no matter how much you try to shoot her.
